Ibrahim M. Turhan, as the founding chairman and partner of Quanta, provides leadership to the team with his wealth of experience and expertise in finance and capital markets. Ibrahim Turhan has had a distinguished career spanning many years in both the public and private sectors.
Starting his professional life as an academician, Ibrahim Turhan served as a Board Member and Deputy Governor at the Central Bank of the Republic of Türkiye from 2004 to 2012, during which he also served on the Monetary Policy Committee. He led the transformation of the Istanbul Stock Exchange into Borsa Istanbul after being appointed as its chairman. While serving as the President and CEO of Borsa Istanbul, he managed initiatives aimed at enhancing the efficiency, depth, and competitiveness of Türkiye’s capital markets, contributing to the international integration of the Turkish capital markets through international partnerships and collaboration agreements.
He served as a Member of Parliament for Izmir in the 25th and 26th terms and Vice Chairman of the Budget and Planning Committee of the Turkish Grand National Assembly during this tenure. These experiences allow him to have a broad perspective on fundamental macroeconomic practice areas such as monetary policy, fiscal policy, and budgeting, as well as the financial services sector and the functioning of financial markets and institutions.
Among his extensive leadership experiences, he served as Chairman of the Board of Directors of Takasbank and as an Independent Board Member of the state pension fund GNPF in Kazakhstan. Mr. Turhan’s global perspective and expertise in finance have been further highlighted by his roles as a member of the World Federation of Exchanges Board of Directors and the Executive Board of the International Islamic Liquidity Management Corporation, as well as his membership on advisory boards at academic centers such as the World Economic Forum, Global Economy Symposium, London School of Economics, and the University of California Berkeley. He represented the Republic of Türkiye within the G20 and played a prominent role in international negotiations on behalf of the organizations he served, as well as in partnerships established by Borsa Istanbul.
Mr. Turhan has a strong academic background at leading universities in the country such as Boğazici University and Marmara University. He holds the title of Professor in the field of Macroeconomics. He has taught courses in areas such as Monetary Theory and Policy, Central Banking, Financial Investment and Portfolio Management, Strategic Planning and Financial Institutions Management, and International Financial Markets and Institutions. With his extensive experience in corporate and structured finance and his in-depth understanding of financial markets and monetary policy, Mr. Turhan holds a critical leadership position for Quanta, empowering our clients and assisting them in managing global financial challenges.
